You can, of course, apply speculatively to any firms and
organizations or you can apply for vacancies published in the
general or specialized French press - a good way of
discovering which industries and firms are hiring people.
However, alongside the temporary employment agencies,
recruitment centres and vocational guidance centres, there are
also the employment services to help you in your search for
work.
The purpose of this Factsheet is to inform you about the
services which the employment services offer, either directly
or through the European network, EURES.
There are other bodies, which provide you with
information/advice on aspects of working abroad (see addresses
under "Other
bodies").
If you are looking for a job in another Member State, you
can consult the employment services in your home country or
the country where you wish to work. All these services are
linked up in a network called EURES (EURopean Employment
Services) and have a department specializing in international
recruitment.
Each EURES department has one or more Euro-advisers who can
give you information and advice on finding a job in another
Member State. Euro-advisers have permanent links with EURES
services in other Member States; they also have permanent
access to two databases. One database contains details of job
offers in all the Member States of the European Union (note
1) and in Norway and Iceland (note
2). The other database provides information on living
and working conditions in these 17 countries and gives a
profile of the trends on each regional labour market.
In various border regions, Euro-advisers from employment
services, trade unions and employers' organizations can
provide you with similar information.
The National Employment Agency (ANPE) provides recruitment
services to workers, employees and managerial personnel. It
has a monopoly on placements. A partnership charter will
provide a basis for individual conventions or cooperation
agreements entrusting ANPE's tasks to partners (such as public
bodies, local or regional authorities, companies, unemployment
insurance bodies and associations). Jobseekers and companies
are not obliged to accept ANPE's job offers. Although all job
offers must be notified to the local office of ANPE, employers
are under no circumstances required to take on the jobseekers
indicated to them by ANPE. Similarly, jobseekers are under no
obligation to accept job offers made to them by ANPE.
Employers must notify ANPE within two days of taking on a
registered jobseeker.
ANPE provides information and advice to both jobseekers and
companies wishing to recruit. It also preselects and
interviews applicants. Under an agreement with the Association
pour la Formation Professionnelle des Adultes (AFPA), an
independent body attached to the Ministry of Labour with
responsibility for promoting vocational training, ANPE is also
active in the field of training.
Association pour l'Emploi des Cadres (APEC) is responsible
for placing senior executives, technical experts, engineers
and managerial personnel. It provides a wide range of
information on application procedures and on the highly
skilled end of the labour market in general. APEC publishes a
very useful weekly magazine entitled "Courrier Cadres", which
is aimed at young executives and middle management. Jobseekers
and employers from other countries can use its services for a
modest fee.
OMI is responsible for migrant workers. It provides foreign
jobseekers with guidance and advice and with a wide range of
useful information.
